Our client has commissioned us to recruit Performance and Financial Management officers (PFMOs) across all locations in the Federation to support ongoing reforms in Primary Healthcare (PHC) service delivery.
Performance and Financial Management Officers (PFMOs) are integral to improving the efficiency, accountability, and long-term sustainability of Primary Health Centers (PHCs) across Nigeria. Tasked with overseeing both financial and operational activities, PFMOs ensure that healthcare resources are utilized optimally to support the nation’s goal of achieving Universal Health Coverage (UHC). By tracking expenditures, verifying financial reports, and monitoring service delivery, PFMOs help safeguard the financial integrity of PHCs while enhancing the quality of care provided to communities. Objectives;
- Ensure transparency, accountability, and value for money in PHC financing and resource allocation.
- Improve PHC service quality by tracking financial and operational activities to support data-driven decisions.
- Strengthen reporting mechanisms and enhance resource utilization to support Nigeria’s Universal Health Coverage (UHC) goals.
Qualifications & Requirements
Education:
- BSc/HND in Public Health, Health Administration, Financial Management, Statistics, Business Administration, Accounting, Economics, Project Management, or other related fields.
Experience:
- Experience in PHC management, health program management, or NGOs.
- Prior Experience in performance and financial management is an added advantage.
Skills:
- Proficiency in data collection and analysis tools.
- Strong analytical, communication, and reporting skills.
- Proficiency in Microsoft® Word, Excel, and PowerPoint.

- Applicants must be residents or willing to relocate to the Local Government Area (LGA) of their assignment.

Role Description
Job Location: All LGAs across Nigeria.
Duration: 1-year contract (Renewable)
Travel requirements: Within the Local Health Authority in the state of deployment
Monitor financial management and spending in PHC facilities.
Track program progress and operational activities, such as facility readiness and health services.
Verify financial and operational reports to ensure accuracy.
Collaborate with Local Government Health Authorities while maintaining independence in reporting.

PFMOs will visit 8-10 Primary Health Care facilities twice monthly.
Candidates must be between 25 and 45 years old.
Yes, candidates must reside within the LGA or be willing to relocate there.
Candidates should have experience in primary healthcare, health program management, or financial oversight. Proficiency in Microsoft Word, Excel, and PowerPoint and strong analytical and communication skills are also required.
Yes, candidates must either be residents or willing to relocate to the state and LGA of assignment.
Yes, preference is given to those currently residing within the LGA they are applying for.
Candidates should attach ANY of the following:
i. A copy of their utility bill (water or electricity-PHCN) in their name or surname clearly showing their address OR
ii. A copy of their Local Government Proof of Origin OR
iii. A signed affidavit stating their willingness to relocate to the LGA if not currently residing there.
A BSc/HND in Public Health, Health Administration, Finance, Statistics, Business Administration, or a related field is required.
Yes, experience in primary healthcare, health program management, or partner management is highly advantageous.
